Changing Course Produced for The Juvenile Justice Initiative This program reviews the first two years of drug transfer reform after the passage of Illinois Bill 4129. Changing Course reveals successful and replicable models of juvenile justice reform as alternatives to incarceration. Changing Course features the mentors and clients of Youth Build, a community-based program committed to rehabilitating youth as well as interviews with legislators, public defenders, educators, and community activists.
